I agree with the view. taken in Mr. Stubbs'
minute, but the action I would propose is that we
should now inform the Treas. with reference to
our letter of 8 Jan.,09, on 43471/08, that as the
pledge of substantial assistance to H.iong was given
by Lord Crewe on behalf of H.M.C.¡ as the result
of the deliberations of H.M.Ministers collectively,
