I agree with the view. taken in Mr. Stubbs'

minute, but the action I would propose is that we

should now inform the Treas. with reference to

our letter of 8 Jan.,09, on 43471/08, that as the

pledge of substantial assistance to H.iong was given

by Lord Crewe on behalf of H.M.C.¡ as the result

of the deliberations of H.M.Ministers collectively,

and as the S. of S. cannot come to an agreement

with the L.0. of the Treas. as to the interpreta-

tion of this pledge, a decision on which matter

cannot be delayed indefinitely, he proposes to
